Executive Summary

 

On February 25th, 2004 Manatee County Government and Manatee County United Way hosted a Funders Forum to discuss innovative projects and emerging trends. The following funders attended:

Throughout the day, there was an emphasis on collaboration among funders and how to build those collaborative relationships through projects. There was also an emphasis on outcome measurement and that integrated service delivery is the key to community change.

 

This report provides additional information about the topics, themes, and ideas that occurred throughout the day.

WELCOME AND INTRODUCTION

Ms Coryea began by welcoming participants to the forum and discussing the philosophy and goals of the first annual Funders Forum.

 

Main Goals:

 

·        The forum was designed to bring key personnel from City and County Governments, Foundations, and United Ways in the region to discuss innovative projects and emerging trends faced by funders.

 

·        The goals were to present innovative project concepts; initiate collaborative discussion among regional funders; openly discuss emerging regional trends; and empower the development of partnerships through collaboration.

 

In addition to the welcoming remarks which included an overview of factors that influence community change, the forum included four presentations about projects that emphasized collaboration among local funders and models for assessing community impact:

 

Program Outcome Measurement;

Holistic Community Planning,

2-1-1,

and the Whole Child Project.

 

 In addition, there were two Idea Exchange sessions where participants gathered at roundtables to discuss areas of interest, such as Housing or Focused Philanthropy.

 

The forum was considered a success by all attended. On end of the session surveys, participants responded that it was an “Excellent opportunity to network with other funders” a “Great forum- very informative!” and “Excellent!” 96% of attendees would attend another Forum with suggested topics of regional issues, community level outcomes and impact, and collaborative funding.

 

 Factors That Influence Community Change

 

Cheri concluded the welcome and introduction with a presentation on a model that links sources of funding and programs with their impacts on community change: collaboration, outcomes results, the economy, citizen efforts, and policy change.

PROGRAM OUTCOME MEASUREMENT

Presenter: Cheri Coryea, Manatee County Government

 

Ms Coryea presented the first project, Program Outcomes Measurement. The project began in 2000 with the goal of Manatee County agencies implementing program outcome measurement to report program outcomes.

 

Main Points:

 

·        Phase I: building consensus; convincing agencies; considering other partners; developed and implemented the combined annual funding application. Phase II: Training for agency staff, funder staff, funder boards, and the public through the United Way campaign. Phase III: Data Resource and Reporting. The University of South Florida is developing a POM database (http://www.coedu.usf.edu/pom ) to track POM data.

 

·        Lessons Learned: Having the “teeth” to require agencies to participate; building capacity; extending the timeline.

 

·        Next Steps: Using the data in community-wide efforts such as the UWMC Focused Community Solutions and County Improvement Areas; managing the technology; linking program outcomes to community impact.

 

·        Key factors to success included agencies in common among the funders, an emphasis internally on accountability for both funders, joint planning, and on-going evaluation of the project. 

 

·        Participant discussion centered around using capacity built through POM to attract other funders, the benefits of having data to make mid-course corrections, and funder collaboration to leverage regional resources.
